Reduce heat to moderate and cook briskly without stirring, but gently tipping pan back and forth until syrup turns a deep golden brown, 10 minutes or more. The moment syrup reaches desired color, remove pan from heat and quickly pour about 1 tablespoon into each cup. Tip and swirl syrup evenly around bottom, then set cup aside. Repeat for each. Oven @350°F. Remove peel from oranges without cutting into the white pith. Add to milk and cinnamon sticks in 2 quart pan. Bring almost to the boil over moderate heat. Remove pan from heat, discard orange peel and cinnamon sticks, stir in vanilla. Whisk eggs and sugar until well blended. Stirring constantly, pour hot milk mixture in a thin stream into eggs, strain. Fill cups with custard. Place in shallow baking dish. Pour enough boiling water to come halfway up sides of cups. Bake - lowering oven temp if water in pan begins to boil - for about 45 minutes, or until knife inserted in center comes out clean. Remove cups from water and refrigerate for a least 3 hours.
